Phase 2 Environmental Site Assessments (ESA)s are often a necessary step if you wish to sell your property that has had Recognized Environmental Conditions (REC)s identified in the Phase 1 ESA.
Unfortunately, Phase 2’s are not cheap. They require going onsite and collecting soil and groundwater samples from the areas of the RECs to determine the extent of the environmental concern.
It occurred to me recently that the government sometimes will pay for work that is similar to a Phase 2 and may even investigate the exact same things a Phase 2 would. So, it got me thinking… How would you get the government to pay for a portion, or all of your Phase 2?
I will go over the programs I am aware of that make government money available to property owners to investigate the environmental status of their property and what some of the gotchas might be for accepting this money. I’ll do this over several small bog posts. I will start with my experience which is focused mostly on the Petroleum Restoration Program (PRP) in Florida and I will be reaching out to people within the government to get their take on it.
